Messages from iptables aren't being written to /var/log/messages

Bug Description

Messages from the iptables, including those from LOG destinations, are not being written by rsyslog to /var/log/messages. It internally assigns them the Debug (7) severity level, thus they do not match the line:
*.info;mail.none;authpriv.none;cron.none /var/log/messages
Is this an intended behaviour?
