Double clicking a inactive arrow on the dynamic notebook opens up the new tab window

Bug Description
When a user is moving right or left on the tab bar they are not intending on open up a new tab window. When the button becomes inactive it behaves like an empty spot on the tab bar and new_tab_requested is called. Double clicking an inactive arrow should do nothing.
