Bug Description
There are cases where IPM tests are aborting because the IPMI driver is not functional and not creating the /dev/ipmi0 device.
In the past, we just assumed this was because the BMC wasn't there and not supported, so it aborted and exited with a 0.
However, now certain boards in development, there IS a BMC but the IPMI driver isn't functional, so this is creating a false pass...
Now need to fail when IPMI drivers don't load and leave it to interpretation of results to decide if that's a false failure or not.
