Bug Description

---Problem Description---
/var/log/dump is not created by default in Ubuntu 14.04.3

Machine Type = P8

---Steps to Reproduce---
Install a P8 Power NV Hardware with Ubuntu 14.04.3 Netboot images.
Then install ppc64-diag packages on the same.

By default the /var/log/dump directory is not getting created.

root@p824l:~# ls -l /var/log/dump
ls: cannot access /var/log/dump: No such file or directory

root@p824l:~# dpkg --list | grep ppc64-diag
ii ppc64-diag 2.6.7-0ubuntu1~14.04.1 ppc64el Platform error log analysis tool and rtas_errd daemon

root@p824l:~# dpkg --list | grep powerpc

Userspace package: ppc64-diag 2.6.7-0ubuntu1~14.04.1

These are the preinst and postrm scripts to create and remove /var/log/dump
scripts that is where the logs used by ppc64-diag packages are saved.

These two files solve a problem if the directory doesn't exists, as:

"Error accessing output dir: /var/log/dump (2: No such file or directory)"

I have installed the latest versions of ppc64-diag packages on Ubuntu 14.04.3 OS.
Then verifying if the issue is fixed with the latest version of the packages.
