Bug Description

In a deployment with multiple network segments (https://docs.mirantis.com/openstack/fuel/fuel-6.0/reference-architecture.html#mcn-arch) when configuring network from the UI it's not possible to specify same vlan for two different network segments ("This VLAN ID is used by other networks. Please choose another ID" error is displayed).

Steps to reproduce:
1) create new environment with neutron+gre
fuel env create --name nodegroup-test --release 2 --nst gre

2) create new node group in this environment
fuel --env 1 nodegroup --create --name "tor1"

3) go to the fuel web ui and open "Networks" tab

4) Specify same VLAN id for two different network segments

5) "This VLAN ID is used by other networks. Please choose another ID" error is displayed

Support for noge groups in UI is not implemented. Implementation is planned as a part of https://blueprints.launchpad.net/fuel/+spec/node-groups-in-ui

moving to incomplete. This should work from the CLI and upload of network YAML. If it does not work then it's confirmed and High. As stated, the UI is not expected to work, even though it renders most of the settings, however you do no have the gateway which you need for nodegroups anyway
