Store Scope: Searching within department doesn't search within that department

Bug Description

Scenario:

1) Open store scope.
2) Navigate to any department that is not the root department.
3) Search.

Expected results:

Search results would be limited to the department selected in step (2).

Actual results:

Search results are from the root department.

I'm hitting the same thing in making a new scope, how do you code the departments to have the query search within them?
