    set default limit to meter/sample queries

    this patch makes existing limit options in meter and samples apis
    mandatory. if not set explicitly, a default limit will be applied.

this is a change in api. the results returned are limited. it also adds a new config option.

    Update default_api_return_limit to 100, which is its actual value

    It showed an incorrect value in the config changes overview
