Roaming can not be turned off

Bug Description

the phone will go to roaming mode even through roaming is deactivated. This might be connected to "national roaming" between o2 and eplus in germany.

- I expect the phone to not roam if roaming is disabled but is does.
- If I try to manually select the native carrier, I get a list the possible networks BUT: all entries have the same name.
- If I select the native carrier the roaming symbol disappears and the phone will use this network for some minutes, but then it goes back to roam in the other network!
- mobile data does not work in the roaming network indifferent if roaming data option is enabled or disabled.

There is no setting to "disable roaming", there's only a setting to disable "data roaming".

Regarding the list of carriers with the same name, this is a bug in Ubuntu System Settings. I've added a task for them to review. There are additional carrier properties that could be displayed such as technologies, or possibly Mobile Network Codes. If it's the latter, we probably shouldn't be displaying more than one entry for the carrier.

My guess is that this is an instance of the multiple networks being present for the same carrier. When you select the one that doesn't roam, the modem switches you automatically to the network with better signal.

Regarding mobile data not working at all, you'll need to provide more details for us to continue... Please provide the device and image details via the command 'system-image-cli -i' on the phone. Also, please provide the output from the following scripts ( run on the phone ):

/usr/share/ofono/scripts/list-modems

/usr/share/ofono/scripts/list-contexts

Hello Tony!
Today I recognized that my mobile data only works if data roaming is active. I made a lot of tests with a lot of reboots, but it is always the same: My BQ 4.5 starts without data roaming and after a few minutes the notice change and the "R" for roaming appears. If data roaming is "disabled" mobile data doesn't work... no emails, no browser, no scopes...

In attachment I've put the required info: "system-image-cli -i" as screenshot and the both files. Additional I've put two screenshots with my screens on my BQ. My provider is mobilecom (formerly Talkline) which is a daughter from O2.

If you need more information please told me.

Disable roaming for operator A in System Settings. If operator B appears on the network, System Settings can't do anything to stop ofono from roaming on B's network.

Isn't a global roaming switch the answer here? System Settings' not a daemon, so it can only disable roaming for the networks it knows while used by the user.
