[enhancement] MAAS doesn't automatically discover SOL console settings

MAAS does not autodiscover what the proper kernel command line console settings are for providing console over SOL. This means users have to set these console strings manually, which is a big challenge when many types of servers are managed.

This could be automated by iterating over the serial ports on a system along with common baud rate, parity, stop bits, etc during commissioning, writing out a settings string to the serial port while MAAS is connected to SOL watching for a string. When it sees a settings string get through, it will know what console settings to use for the system.
