[System settings] Lock screen: Ask for PIN after x amount of minutes/hours

Bug Description
Currently the Ubuntu Phone have these settings for the lock screen:
- Swipe (no secutiry)
- 4-digit passcode
- Passphrase
It would be convenient to add one extra option here one either 4-digit passcode or passphrase is chosen:
- Ask for passcode/passphrase after X minutes/hours
This feature would ensure that, if the phones has been locked for more than X minutes/hours since the last time the passcode/passphrase was entered, that it would ask for it again. If unlocking the phone happens within X minutes/hours, then the security would effectively be "Swipe".
This is a convenient middle-path between having no security, and hang to type in the passcode every time.
