When switching workspace the forground app on the new workspace should be focused

Bug Description
When switching from the current workspace to another if the current app that was active (in focus) is now not available to focus should change to the last use app on the new workspace.
A sample use case would be:
I have two monitors, on one of them I have chrome open all the time. On the other I have a running program on one workspace and a Terminal on another workspace. Every time I switch to the terminal workspace the app that is now in focus is Chrome and not the Terminal / Program.

Yes, I think this is a regression bug. This used to work properly, the way anyone would expect it to work, in Ubuntu, but lately it doesn't.
This is an extremely big "pain point" and violation of user expectation, as I switch workspaces dozens of times a day.
I frequently find myself typing or hitting 'close window' only to realize that the program in the old-workspace, the one i just switched away from, has been accepting my input instead of the window I'm looking at in my current workspace.
This is not just a usability issue it is a security issue, if I accidentally typed my password into IRC that could be a problem.
