alarm time is not accordance with the device time,after change the time zone

in my case the reproduce steps:
1.set time zone to "UTC +8" and the device time display "10:52 AM"
2.launch clock app add a new alarm and set time :"10:54" then save
3.the new alarm display the time is:"6:54" PM
expect result:
the alarm time should be accordance with the device time
actually result:
 alarm time is not accordance with the device time,after change the time zone

I have filed bug 1480546 which may be the same as this report, but it isn't clear to me.
