Ubuntu extra repo's functionality broken

At fuel environment settings tab i'm was added extra ubuntu repo:
name: rabbitmq
uri: deb http://obs-1.mirantis.com:82/trusty-fuel-6.1-stable-updates-LP25938/ubuntu /
priority: 1

But after deployment at nodes installed old version of packages.

After some investigations i'm was found that:
1) We are created rabbitmq.pref in /etc/apt/preferences.d/
2) We don't created rabbitmq.list in /etc/apt/sources.list.d/

[root@fuel ~]# fuel --fuel-version

This bug is old and we've improved our repo configuration since the last release. Moving to incomplete.
