[OSTF] If user delete net04_ext network, Sahara and Ceilo platform tests start to fail

Steps:
Deploy environment with neutron
Run ostf
delete net04_ext or net04 and create the same net with other name(in Openstack)
run ostf

Actual Result:
Celiometer test to check alarm state and get Nova metrics and other platform tests are failed with

Expected:
Need to create net for tests like in neutron manager

    Fix Sahara and Ceilo platform tests in case of deleting net04_ext net

    If a user deletes the net04_ext network, Sahara and Ceilo platform tests
    will fail. If the user deletes the net04 net, the same tests will fail,
    too. To fix the issue network resources (a network, a subnet, a router)
    will be created before tests to avoid such failures.
