Search in System Settings is not "deep"

Bug Description

In System Settings, the search functionality only seems to search the top-level items (i.e the names of the icons which are displayed on the main System Settings window), it doesn't search any of the actual setting names, or even the names of sub-sections.

E.g. if you search for "startup" it doesn't find anything, even though under "Applications" there is a whole section of settings called "Startup".

This makes the search somewhat useless, as it's only searching what you can already see anyway. A "deeper" search would be way more awesome.
