All Ceilometer OSTF tests skipped if there are no compute nodes in cluster

All Ceilometer OSTF tests skipped if there are no compute nodes in cluster, but this condition is not needed for some tests. Need to add check for compute node existence and skip only those tests where compute is needed.

    [Ceilometer] Add check for compute existence

    Currently all Ceilometer tests are skipped if there are no compute
    nodes in cluster.

    Added check for compute existence and now will be skipped only
    those tests where compute is needed.
