Window decorations should use dark theme, if Solarized Dark is used

Bug Description
If the user uses Solarized Dark as the Scratch theme, it would be a lot better for the eye, if the window border and decorations would use the elementary dark theme as well.

I think it would be a nice touch. And it would be consistent with other Elementary apps like the Video app window decoration. It's functional too as it would be easier on the eyes, especially as it's a productivity app.
