IBP: replace disk images with tarballs

Implement a suggestion from partially fixed bug:

As for now, fuel-agent produces images which were shrunk to the minimum filesystem size.

switching to another type of images is the most preferred way of resolving for this bug.
Eg.: to use tarballs instead of images with filesystem.

Creating unresized images doesn't soft out the issue, but additionally brings a new one. If node has amount of RAM less than image size, provisioning will fail as actually being killed by oom-killer due to that.

Switching to tarballs doesn't fix into 7.0
