[R2.20]DM: NAT routing-instance not setup correctly

Two issues:

1. auto-export directive is not present in the NAT RI. This causes inter-vxlan traffic to be dropped if the BMS also has a FIP attached to it.
2. vrf-export policy is exporting what it imported from private VN. This shouldn't be done.

DM: auto-export policy not required for NAT'ed vrf

- Do not add auto-export policy for NAT'ed vrf and make export targets empty
- work-around solution for dfwd issue (service set rules can't be more than 32, but cli allows 64)
