Bug Description
Current functions in heat.common.crypt uses crypto.utils from the oslo incubator, which is deprecated. It encourages using the cryptography module, so we should do that.
Unfortunately we can't get rid of the module because we need to continue to support installed versions. I wonder if we can provide an upgrade mechanism to be able to remove it in M.
