emblems block my view of small icon thumbnails

Bug Description
When I'm trying to look at icons in the icon theme the little lock icons block my view of the symbolic icons. I think a good fix would be to make the thumbnail size whatever the setting is, but if the preview is too small just center it in the thumbnail.
So if my thumbnails are supposed to be 48px and I'm looking at 16px symbolics just center the preview in the 48px thumbnail.
