python-testtools package for 6.1 branch is of version 0.9.35-0ubuntu1

Although it's comply with global requirements for juno (>=0.9.34,!=1.4.0,<=1.5.0), some test fail with that version.
For example, periodic-neutron-python27-pkg-mos61 fails with 'out of memory' if testtools 0.9.35 installed from package is used, but passes with versions 1.5.0 or 1.7.1 installed from pypi.

Should try testtools==1.4.0, the same as in 7.0. Currently, testtools==1.5.0 pinned in mos-requirements.
