Add more information to BGPRouterInfo UVE

Bug Description

Need to add following information to BGPRouterInfo UVE

- Number of closing bgp peers
- Number of closing xmpp peers
- Number of deleted routing instances

All these numbers should be 0 in the steady state. Non-zero
values are good indicators of problems. This can be used to
generate alarms using the alarms infrastructure or can be
used by customer monitoring scripts/dashboards.

Further improvements to BGPRouterInfo UVE

Following changes are implemented:

- Include router-id, local ASN and global ASN
- Include total number of service chains
- Include total number of static routes
- Rename pending service chains to down service chains
- Rename pending static routes to down static routes
