Flapping issue with LBaaS and NetNS SI VM scheduling

Bug Description
The vrouter status from the analytic API can flap for any reason.
That flap generates a rescheduling of all SI VM on that vrouter to another one if it occurs when the SVC monitor chech the vrouter status.
But the non functional status of the vrouter could be very short and the re-scheduling of SI VM is not necessary.
We met flapping vrouter status due to a connection down between the vrouter and the discovery service (from vrouter UVE: 'description': 'Discovery connection is down').
