Bug Description

Along the lines of bug 1431025, it will be useful to detect cases where
CN receives route add/delete without a subscribe or a pending subscribe,
log an error or warning message and trigger close of the xmpp connection,
so that both sides can start with a clean slate.

Handle spurious route add/delete by closing xmpp connection

This protects against bugs and/or race conditions in agent code.
It allows both sides to recover cleanly, without getting the CN
stuck.
