Bug Description

Recently merged commit I5bbdc0f97db9b0ebd7b48e50ab7869e2ca33aead got in a dependency on Jinja2 library without adding it to requirements.txt. The gate was running fine, because Nova already has it in it's requirements. Problem uncovers when we install DevStack with --use-venv=True option.
