Changing icons will not be applied to the whole system

Bug Description
On the latest and most recent updated installed system, when I tried to:
Right Click > Settings > Icons > I choose whatever Icon Theme from the list > when I apply that, only the icons of the "Places Menu" and the "Shutdown Menu" will be different.
Icons on the desktop and under
menu://
will remain the same without any changes.
Not sure about the icons under "Apps" AKA Menu because of:
