Thanks for the bug report.

This would appear to be a problem with emacsen-common, in particular the directory /var/lib/emacsen-common/state/flavor/installed is missing. Perhaps a cosmic ray hit your disk! Or some other source of filesystem corruption.

In any case, the bug does not appear to be in expand-region-el. And you can probably fix it by reinstalling emacsen-common.
