[Horizon] Can not change access for containers with non-latinic names

Bug Description
Steps:
1. Login to Horizon Dashboard as admin user.
2. Navigate to Project -> Object Store -> Containers page.
3. Create Private Containers with Russian and Chinese names:

4. Try to change access from Private to Public for these containers.
Expected to have Public containers instead of Private ones.
Actual:
- Message popup: Success: Successfully updated container access to public.
- Container actually remained Private, and no Public URL.
- Dropdown menu item "Make Public" and "Make Private" change each other cyclically after attempts to change access.
