Bug Description
Steps To Reproduce:
1. Take MOS 6.1 RC2 ISO (#522)
2. Create OpenStack environment with 3 controllers, 1 compute and with the following parameters: Ubuntu, Neutron GRE.
3. Start to deploy this OpenStack cloud
Observed Result:
Deployment failed on the 'provisioning' step, looks like fuel can't provision operation system on the servers.
We can't build diagnostic snapshot, it hags.
