In phones with two SIMs, if you don't unlock SIM1, the message for unlocking SIM2 says "SIM1"

Bug Description

How to reproduce:

1. Use a dual-SIM phone (tested on bq Aquaris E4.5) with two SIMs, both SIMs should require a PIN to unlock.
2. When booting the phone and prompted for SIM1 PIN, click on "X" in order not to provide a PIN (thus SIM1 will remain locked).
3.
WHAT YOU GET:
The message says "Input PIN for SIM1" even if this is the turn for SIM2 to input the PIN.

WHAT SHOULD HAVE HAPPENED:
The message should say "Input PIN for SIM2" instead, since now we are typing the PIN for SIM2.

(I am using a localised build, so the text in the message may not be exact.)

settings is not used on boot, seems like an unity8 issue rather

I think so. I did a single attempt at reproducing it recently, I didn't succeed.
