webui logs need to have timestamp which reflects timezone

R2.20 Build 54

In contrail-webui* logs, the timestamps are in format '2015-06-17T05:21:35.062Z '

root@nodei35:/var/log/contrail# date
Wed Jun 17 11:16:00 IST 2015
root@nodei35:/var/log/contrail#

Since this time even though correct, is different from local timestamp with timezone, it makes debugging hard.
Please correct this
