openstack 'ListEC2Creds' object has no attribute 'determine_ec2_user'

Bug Description

The V3 Ec2 credentials operations will attempt to find a user within a domain if one is present, however it looks like the method was moved just before review and it points to the function on self that does not exist.

    reference corect ec2 helper function

    ec2creds.py was referencing a function on self, but wasn't there.
    Correctly reference the right function.
