Mongo service should restart automatically

Kill mongo processes for Nova-network (MOS 6.1 Acceptance testcase T951454)
Scenario:
1. Deploy any (Ubuntu) environment with 3 controllers, 2 mongo and nova-network with FlatDHCP or VLAN Manager
2. Kill mongo processes
3. Verify networks
4. Run OSTF tests

Actual results:
1) Mongo service did not restarted after hour of waiting
2) All Ceilometer-related OSTFs failed.

Expected: Mongo service should restart automatically

We are using upstream MongoDB packages (from trusty mirrors). We can't change them and enable respawn on service kill. It will be fixed in 7.0 because we will have our own MongoDB of newer version according to this bug https://bugs.launchpad.net/fuel/+bug/1383639 .
