"Spell checking" screen is missing

Bug Description

Ubuntu 15.04 r23

1. Go to System Settings > "Language & Text".
2. Tap the "Spell checking" item.

What you see: It is a switch.

What you should see: It's a page-stack item that navigates to a "Spell checking" screen, containing a switch and a list of spelling dictionaries to choose from. <https://wiki.ubuntu.com/LanguageAndText#spelling>

Currently the spell checking language is tied to the keyboard layout (which is selected on a different page), there's a bug for splitting them here: https://bugs.launchpad.net/ubuntu-keyboard/+bug/1273275

However the last time this bug was discussed people were against the idea of separating them, preferring the current implementation.

However the spell checking as a whole also doesn't behave as I think the design expects it to, currently it only spell checks the word being input, whereas it should spell check the entire input area (however this requires better support in Qt)

Matthew, maybe we split this bug into one for each item?
* Custom words,
* Bug 1273275, and
* spell checking individual words vs the whole input.

"Custom words" is already bug 1318812.

I hadn't noticed bug 1273275, and this report is either a duplicate or dependent on it.

I don't understand what difference checking individual words vs. the whole input would make.
