Add an option to configure number of passes to be run for erase_devices

Bug Description
Currently , the default implementation of erase_devices uses 'shred' utility. But there is no option to configure number of passes to be run for a particular instance and defaults to 1.
There should be an option for the operator to configure the passes for erase_devices .
Solution is to add a config parameter under
[agent]
agent_erase_
and pass the information to IPA
