Build Mesos image on docker container

The idea is from Adrian's comment in a review: https://review.openstack.org/#/c/189180/

We might consider building a Docker container image that runs the full install sequence, and provide an abbreviated set of build instructions based on that. We could simplify the instructions to something like:

docker run --rm -it magnum:build-mesos-image

That might reduce the friction needed to get Magnum working with Mesos.

Adriad it's great idea (setup environment for diskimage-builder it's always pain). And I just curious is it even possible? I believe diskimage-builder run Linux installer during the process and I never heard that it's even possible inside Docker. I will be happy to be wrong ;)

Usually the system picks this up automatically, but the initial commit message of the related fix did not have the pound sign before the bug number so maybe Gerrit did not notice:
