Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.

Your report says that you originally installed from Ubuntu-Kylin 14.04 LTS "Trusty Tahr" - Release i386 (20140417.1), yet I see mentions of apache2.2-bin 2.2.14-5ubuntu8.15 which did not ship with 14.04. So it seems likely to me that some local configuration customisation has caused this issue, rather than a bug in Ubuntu.

Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
