Mistake in cinder init file

It looks like there is a typo: runlevel is misspelt.

E.g.

Note this does not just affect the cinder role but an number, possibly all, the roles.

    Fix spelling of runlevel in init scripts

    A number of the init templates in the OpenStack roles have the word
    runlevel incorrectly spelt as runlelvl. This commit correct those
    spelling mistakes.
