Stop fines not set when a transaction that has reached MAXFINES is marked claimed never checked out

When a checked out item is marked Claimed Never Checked Out, action.circulation.stop_fines is set to CLAIMSNEVERCHECKEDOUT. If a transaction has reached the maximum fine prior to being marked claimed never checked out,, however, the stop_fines is not updated. This can lead to confusion when viewing the circulation history of an item. The history shows a checkin date that is the same as the checkout date, but Stop Fines shows MAXFINES rather than CLAIMSNEVERCHECKEDOUT.
