Bug Description
Currently, the wingpanel keyboard indicator is using the layouts.txt from this plug. By "Moving" the file from the switchboard keyboard to a more general location, the indicator wouldn't have this dependency

I'm gonna move this issue to the indicator and mark it as fixed since it now uses the list from xkb-data
