Bug Description

Call to sleep () may in practive be somewhat longer or shorter than the given argument.
The attached patch shows how a reverse dependency (TaskCoach) patches lockfile 0.9 to handle this.

pylockfile has been retired. We won't be making any more updates to it. See the fasteners library for a supported alternative.
