Bug Description

The current monolithic environment file reduces the flexibility for environment customisations prior to deployment (and thereafter). Ideally the files should be split into service-specific layouts, making them easier to replace and easier to understand.

Split environment file into component parts

    This patch splits the monolithic openstack_environment file
    into component parts, making them easier to understand and
    manipulate.
