Cinder for Kilo: adding patches for generating config files correctly

Recently, this bug has been closed: https://bugs.launchpad.net/cinder/+bug/1447380

We shall either bring Cinder for Kilo to the latest tag (which is what I've done in Debian) or integrate the patches to generate the config files correctly.

We will fix the bug by just merging stable/kilo into 7.0 later. Lets keep this bug until then as a reminder.
