update_port_status always looks up network

Bug Description
update_port_status calls get_network to construct the PortContext object for the port. However, there are cases where the caller has already looked up the network (e.g. get_device_details) so this double-lookup is a waste of resources.

Allow update_port_status to take network param
Allow the update_port_status function to take a network as
an optional parameter to skip calling get_network again if
the caller has already done so.
