Consider migrating the following content from the cloud admin guide to the networking guide:

Probably needs elaboration.

Seeing as this is a huge excavation effort. Moving this to a blueprint :)

Okay to continue - definitely a blueprint for this content movement. With Files 12 to 19, Matt's recommendation was moving these to the config reference, but they may be okay to stay in the Admin Guide. The files may also be good candidates for moving into the Neutron-dev repository.
