remove oslo namespace package after liberty release

Bug Description

During the liberty cycle we tried to release 2.0.0 without the oslo namespace package, but that broke the paste.ini files from the kilo release that hadn't aren't updated during a code update during our suggested upgrade process as tested by grenade. The change was reverted, to be redone after liberty is complete.
