Bug Description
tox is a pip package required for our test suites. It needs to be added as a dev requirement, since currently it will only install by setting 'no-index' to False in pip.conf.

this is not an openstack requirement as such it will not be added to the stack unless there is a specific need in OSAD or OpenStack that is otherwise required.
