Bug Description
Functional tests were added to the oslo.messaging in Kilo release, so we can run them on our CI to test our internal patches. I suggest adding rabbitmq functional tests because we use rabbit in production.
This test can be run in CI after a simple environment change - we must add `stackrabbit` user, authorized by `secretrabbit` password on RabbitMQ [1] and run required tests via tox [2]
