Bug Description
sudo install_rally.sh
sudo pip install .
sudo pip install rally
All this installation methods are installing bash completion script to /usr/local/

Install data files in proper path
Bash completion script is installed in /usr/local/etc, so rally.sh should make a symlink in /etc/bash_ completion. d/
install_
Also move `data_files` section from setup.py to setup.cfg
